Happy Valley Business Alliance Meeting
November 28, 2007
I. Call to Order @ 7:35 a.m.
II. Introductions:

III. President's Report (Judy Johnson-Bari):
Letter regarding 122nd & Sunnyside:
Steve said the issue will resolve itself if it goes to the County Commissioner meeting. Steve asked for HVBA to attend the meeting to voice opinion.
IV. Treasure's Report (Larry Borlin):
Balance: $1,390.74
V. Membership Report (Denise Shaw):
Denise will be calling members who have not paid their dues.
VI. City Update (Steve Campbell):
-Town Center is doing great.
-Applebee's will be hosting a Preview/Fundraiser Event on December 7th & 8th for Big Brothers, Big Sisters. Cost is $20 for 2 people, which includes 2 adult beverages. RSVP to Sarah Tolfson by 12:00 p.m., December 4th. 503-742-2043
-New gym coming to 162nd & Sunnyside
-John Wildhaber mentioned that skateboarders have broken slate and removed bench clips. Steve will work on issue with Code Enforcement & is going to ask Novakane to help out.
-Park Patrol is a new program that will enlist citizens that walk the parks & trails to help report any problems. Volunteers will be given a vest and a cell phone to use if they don't have one. Sign up information available on city's web site.
-Steve recommended to City Council that a permanent park host be present at Happy Valley Park. Recommendation is being discussed.
-Wireless Camera System that police can link to w/ laptops is in process of being installed. Will start with park first. Current budget cap of $30,000 is preventing immediate citywide implementation.
-City needs a new member to serve on the traffic safety committee.
-Juvenile Diversion Program is being developed. Program will provide discipline/guidance to 1st time offenders and give them a chance to change before creating a criminal record. Program will need 6 Members to serve on panel.
-Christmas Tree Lighting will happen on December 4th from 4:00-6:30 p.m.
-Advertising in the park program will begin the first of the year. HVBA members and businesses in Happy Valley will receive invitations to advertise.
-Looking into new format for the City Newsletter
-Trail Maps: Brent made the map. Currently working to make it bigger. Larry will work with Brent on this.
-Steve asked for feedback on the quality of service being given by police. Judy said she is happy to see officers near her branch. John & Barbara mentioned that they see the police at night by their business. Gail, Dick, and Jen see them around Subway.
-The city gets revenue of about $300,000 per year from traffic tickets.
-Per Oregon law a judge can reduce a ticket by a maximum of 20%.
-Setting up court in Damascus so revenue can stay in Damascus instead of going to the County.
-Steve talked to City Council about HVBA's idea of a City Fair instead of a Safety Fair. Council loved the idea. HVBA will form a committee in Jan/Feb to begin planning event. Judy will put item on January's agenda.
VII. New Business:
a. Logo discussion will take place at a later meeting.
b. Bruce Butler is our new Meeting Planner. Thank you, Bruce!
VIII. Announcements:
-Renee King asked for HVBA to support Providence in developing a new location in the Rock Creek area. Zoning changes are needed and the plan requires City Council approval. Meeting to be held in January.
-Renee will ask Jim about signboards to put out help people find HVBA meetings. Might be ready in January.
-Bruce suggested someone be responsible for articles to be submitted for City Newsletter.
-Gary recommended a stock/template promoting HVBA be used when a new article is not available.
